Portugal Golden Visa 2026: Investment Route to EU Residency

Portugal's investment-based residency program offers EU access for those with capital to deploy—but the rules are tightening.

Portugal's Golden Visa program grants residency to non-EU citizens who make qualifying investments. Historically, real estate was the primary route, but Portugal has been restructuring the program to prioritize job creation and business investment over property purchases in overheated markets.

Investment thresholds typically start around €280,000 for business creation or job-generating ventures, and higher amounts for real estate in less-developed regions. The visa grants residency for two years, renewable for another three years. After five years of continuous residency, you can apply for permanent residency and eventually citizenship—giving you full EU mobility and rights.

Golden Visa investment minimums are rising; real estate is no longer the default path.

The Golden Visa process requires working with a licensed immigration attorney and investment advisor in Portugal. You'll need to prove the source of your funds and pass background checks. Processing takes several months. The key advantage over the D7 is that there's no minimum income requirement—you're investing capital instead. However, the program has faced political scrutiny, and eligibility criteria and investment minimums change frequently, so verify current rules with an official source before committing.
